Statement by Vice President Biden on the Passing of Warren Rudman

Warren Rudman’s passion for public service was clear to anyone who met him. He was a tenacious prosecutor, a courageous combat infantry commander, and a devoted Senator. He knew as much about the federal budget as anyone who ever served in this town – and it was always a privilege to work with him, and learn from him. I was proud to call him a close personal friend and confidant. He never let politics stand in the way of doing what was right, and that’s why he had the absolute respect of Republicans and Democrats alike. Today, our thoughts and prayers are with all of Warren’s family and friends.

Delivery of Transthyretin (TTR) across the Blood Brain Barrier as a Treatment for Alzheimer's Disease

The invention describes products and methods of treating Alzheimer's disease. Alzheimer's disease is characterized by the formation of amyloid plaques and tangles in areas of the brain critical for learning and memory. The products are a transthyretin and other blood brain barrier impermeable proteins transformed into blood brain barrier permeable forms by the coupling of an Inter-Cellular Adhesion Molecule-1 (ICAM-1) targeting agent. Transthyretin binds to, and inhibits amyloid protein from forming plaque deposits. Deposition of amyloid is thought to underlie the disease pathology of Alzheimer's. Thus, this invention treats Alzheimer's by inhibiting the formation of amyloid plaques, which normally would result in amyloid plaque formation, inflammation, and neuronal cell death.

New Report Highlights the Impact of the President’s Agenda on the Hispanic Community

Yesterday I had the pleasure of participating in a policy conversation held at the Center for American Progress on ensuring that the ladder of opportunity remains strong for the Latino community. In conjunction with that event we released a report, “An America Built to Last: President Obama’s Agenda and the Hispanic Community,” that takes a close look at the President’s agenda and how the Administration’s policies have made a difference for Hispanics and all Americans as we work to move our country forward out of the biggest economic crisis since the Great Depression.

The need for this report is simple. Latinos will account for 60 percent of the nation’s population growth in the coming decades, and in turn will be an increasingly larger share of our nation’s workforce. If our nation is going to be successful, we need a strong and well prepared workforce, so the success of our nation is tied directly to the success of the Hispanic community. That’s something President Obama understands, and why he has made it a priority that his Administration is not only reflective of America’s great diversity, but that we’re being open and responsive to the needs of all Americans.

So this report looks at what the policies and programs of this Administration have meant for Hispanic Americans throughout the last three and a half years. The report highlights:

  • How policies in the Recovery Act, including tax cuts for working families and improvements in unemployment insurance, combined to keep over 2 million Hispanics out of poverty in 2010.
  • How the tax agreement the President fought for extended key provisions including the Earned Income Tax Credit (EITC) and the Child Tax Credit (CTC) that directly benefit an estimated 3.7 million Hispanic families, including 8 million Hispanic children.
  • How the payroll tax cut the President fought for ensures that taxes do not go up on nearly 25 million Hispanic workers.
  • How since the start of the Administration through March 31, 2012, more than $3.8 billion in over 10,800 Small Business Administration loans went to Hispanic-owned small businesses including more than $128 million through nearly 300 international trade loans.
  • The report also highlights how the Consumer Financial Protection Bureau is working on behalf of Hispanic consumers, including taking on deceptive credit card practices, and providing protections for those who use remittance service providers and payday lenders.
  • Because education is such an important issue for this community, the report also has an extensive section on what’s being done to improve education from cradle to career and how these reforms affect a community in which only 56 percent of Latino students graduate on time from high school.
  • Along those lines, the report highlights how more than 150,000 Hispanic students stand to benefit from the increases in Pell Grants. The Obama Administration has raised the maximum Pell Grant award and has provided resources to support an additional three million Pell Grant recipients, a 50 percent increase in students served since 2008.
  • The report also details the Administration’s work toward immigration reform, and improvements that have been made in both border security and immigration enforcement, as well as in streamlining and improving the legal immigration process.
  • Civil rights have also been at the forefront of the efforts of this Administration. So this report looks at how the Department of Justice and Civil Rights divisions throughout the government are enforcing our nation’s civil rights laws, and what that means for the Hispanic community. Everything from proteting victims of crimes and abuse, to protections for farm workers, to enforcing hate crime laws and protecting migrants and guest workers against human trafficking.
  • And since more than 210,000 Hispanic soldiers are currently serving in the U.S. Armed Forces and we have over 1.1 million Hispanic veterans, the report looks at what our Administration is doing to make college more accessible for veterans, to make tax credits available for them, to help more veterans start businesses, and to increase access to intensive reemployment services.

Fenoterol and Fenoterol Analogues for Treatment of Glioma, Glioblastoma, and Astrocytoma

To date there is no effective treatment for the brain tumors or brain cancers indentified as gliomas, glioblastomas, or astrocytomas.

This technology relates to the discovery that fenoterol and related analogues block astrocytoma and glioblastoma cell division at low doses. In a xenograft model utilizing the 1321N1 astrocytoma tumor implanted in the flank of SKID mice, the (R,R)-4-methoxyfenoterol analogue significantly decreased tumor growth relative to a control group receiving vehicle and studies utilizing [3H]-(R,R)-4-methoxyfenoterol have shown that the compound readily passes the blood-brain barrier. The anti-tumor effect is associated with the ability of fenoterol and related analogues to induce production of cyclic adenosine monophosphate (cAMP), which is normally decreased in glioblastomas and astrocytomas. Induced cAMP production inhibits brain tumor growth in vivo. Fenoterol and related analogues are beta-2 adrenergic receptor (beta2 AR) agonists and the anti-tumor effect is associated with the expression of this receptor. Since there is a heterogeneous expression of beta2 AR in human brain tumors, patients who will respond to fenoterol therapy can be predetermined leading to individualized treatment. In addition to use in the initial treatment of brain tumors, the systemic and CNS bioavailability of the drug after oral administration and the minimal systemic toxicity suggest that fenoterol and it analogs can be used in the adjuvant treatment of patients with beta2 AR-positive gliomas, glioblastomas or astrocytomas. Studies with a number of fenoterol analogs and CNS-implanted tumors are in progress.

Aspirin-clopidogrel no better than aspirin alone for patients with lacunar stroke

An NIH-funded trial has found that aspirin combined with the antiplatelet drug clopidogrel is no better than aspirin alone for stroke prevention in people with a history of lacunar strokes, which are typically small strokes that occur deep within the brain. The trial also found that whether patients received aspirin or the dual therapy, their stroke risk was reduced more than three-fold from what it was 10 years ago.

An Antibody Specific for the Ubl4A Protein

The antibody developed against the Ubl4A protein is available for licensing. Ubl4A is involved in the proper targeting of tail-anchored proteins to membranes by acting as a chaperone to prevent inappropriate interactions or aggregation. Alterations in membrane insertion or protein degradation may be related to Ubl4a in certain disease states making Ubl4a an attractive biomarker for the study of disease development or as a tool for the development of assays for disease detection.

Deferred Action for Childhood Arrivals: Who Can Be Considered?

Today, the U.S. Citizenship and Immigration Services will begin accepting requests for consideration of deferred action for childhood arrivals. Deferred action is a discretionary determination to defer removal action of an individual as an act of prosecutorial discretion. Under this process, USCIS will consider requests on a case-by-case basis. While this process does not provide lawful status or a pathway to permanent residence or citizenship, individuals whose cases are deferred will not be removed from the United States for a two year period, subject to renewal, and may also receive employment authorization. To be considered for this process, you must show that:

  • You came to the United States before reaching your 16th birthday
  • You have continuously resided in the United States since June 15, 2007, up to the present time
  • You were under the age of 31 as of June 15, 2012
  • You entered without inspection before June 15, 2012, or your lawful immigration status expired as of June 15, 2012
  • You are currently in school, have graduated or obtained your certificate of completion from high school, have obtained your general educational development certification, or you are an honorably discharged veteran of the Coast Guard or Armed Forces of the United States
  • You have not been convicted of a felony, significant misdemeanor, or three or more misdemeanors, and do not otherwise pose a threat
  • You were present in the United States on June 15, 2012, and at the time of making your request for consideration of deferred action with USCIS

If you meet the above guidelines, and want to submit your deferred action for childhood arrivals request with USCIS, you will need to:

  • Collect documents as evidence you meet the guidelines
  • Complete USCIS Forms I-821D, I-765 and I-765 Worksheet
  • Mail USCIS the forms and fees (total $465, accompanying Form I-765)
  • Visit your local USCIS Application Support Center for a scheduled biometrics services appointment

Readout of the President’s Phone Calls with Israeli Prime Minister Netanyahu and Egyptian President Morsi

Today, the President spoke with Prime Minister Netanyahu and President Morsi about the rocket attacks being launched from Gaza into Israel, and the escalating violence in Gaza. 

The President reiterated to Prime Minister Netanyahu the United States’ support for Israel’s right to self-defense in light of the barrage of rocket attacks being launched from Gaza against Israeli civilians.  The President urged Prime Minister Netanyahu to make every effort to avoid civilian casualties.  The two agreed that Hamas needs to stop its attacks on Israel to allow the situation to de-escalate.  The two leaders agreed to stay in close touch in the coming days.  Earlier today, Vice President Biden received a briefing from Prime Minister Netanyahu on the events in Gaza.

The President also spoke with President Morsi given Egypt’s central role in preserving regional security.  In their conversation, President Obama condemned the rocket fire from Gaza into Israel and reiterated Israel’s right to self-defense.  The two leaders agreed on the importance of working to de-escalate the situation as quickly as possible and agreed to stay in close touch in the days ahead.

Today, the President called Prime Minister Erdogan to discuss the escalating violence in Israel and the Gaza Strip.  The two leaders shared their concerns about the dangers to civilian populations on both sides and expressed their common desire to see an end to the violence.  The President and Prime Minister agreed that the continued spiral of violence jeopardizes prospects for a durable, lasting peace in the region.  The President underscored his commitment to advancing the goal of Middle East peace. The President’s call to Prime Minister Erdogan follows his outreach to counterparts in Israel and Egypt on November 14.

Inverse Agonists of the TSH Receptor for the Treatment of Thyroid Cancer and Hyperthyroidism

This technology features small molecule inverse agonists of the thyroid-stimulating hormone (TSH) receptor that may be readily synthesized, and are likely to prove effective for oral administration. These compounds may potentially be used to treat recurrent thyroid cancer and some cases of hyperthyroidism, and also represent unique tools for investigating the role of TSH receptor signaling in these diseases.

According to the National Cancer Institute, over 37,000 new cases of thyroid cancer were diagnosed in the United States in 2008. Approximately 10% to 30% of patients thought to be disease-free after initial treatment will develop recurrent cancer or metastases, and unless the recurrence is detected early, the prognosis is generally poor.

As the TSH receptor is known to stimulate proliferation of thyroid cancer cells, it has been suggested that suppression of basal TSH receptor signaling may improve outcomes in the treatment of recurrent thyroid cancer. The compounds disclosed in this technology suppress basal signaling by the TSH receptor, and are thus excellent candidates for a suppression-based treatment approach. New Cholera Vaccine and Method for Conjugating Bacterial Polysaccharides to Proteins

A new conjugate vaccine for cholera has been developed. The invention includes a new method to conjugate the O-specific polysaccharide-core part of the bacterial lipopolysaccharide and protein subcomponents. Conventional technology has entailed chemical treatment of both components to introduce linkers, which made them amenable for covalent linking. The new method simplifies production by utilizing squaric acid chemistry for conjugating the free amine-containing species (e.g. polysaccharides) directly to amine-containing species (e.g. proteins) without prior modification of either component. While demonstrated in this new cholera prototype vaccine, the technology is envisioned as generally applicable, thereby streamlining a complex production process.

The crowded Metro train screeched to a stop. Medical Center, red line to Shady Grove, the driver announced over the loudspeaker. I threw my backpack over my shoulder, climbed the monstrous escalator, and walked out into the almost unbearbable summer heat toward the entrance to the National Institutes of Health in Bethesda, Md. After having my badge scanned at the front gate, I made my way to the National Eye Institute in Building 10, NIHs Clinical Center. I boarded a packed elevator, rode up to the tenth floor, and headed down the long hallway to my laboratory, the doors of which were decorated with postcards from all over the world and Biosafety Level 2 signs.

Usher Stepson Kile Glover's Funeral Set For Friday

The 11-year-old died from heart failure last week after being <a href="/news/articles/1690157/usher-stepson-kile-glover-taken-off-life-support.jhtml">taken off life support</a> following a tragic jet-ski accident in early July.</P><P>Glover, who is the son of Usher ex-wife Tameka Foster and Atlanta TV executive Ryan Glover, was struck by a jet ski on Atlanta's Lake Lanier on July 6 while riding an inner tube with a friend. He was immediately airlifted to the hospital, where doctors <a href="/news/articles/1689206/ushers-stepson-declared-brain-dead-after-jet-ski-accident.jhtml">pronounced him brain-dead</a>. Glover was removed from life support last weekend, after his family previously issued statements asking fans for their prayers.</P><P>According to the <a href="http://www.ajc.com/news/atlanta/funeral-for-kile-glover-1484629.html" target="_blank"><i>Atlanta Journal-Constitution,</i></a> the funeral will be held at the Wieuca Road Baptist Church on Peachtree Road in Atlanta at 11 a.m. on Friday.</P><P>"We know God's in control, and are leaning on our faith in Him and His word at this most difficult time," the family said in a statement following the accident. "We firmly believe in the power of prayer and ask that you all continue to pray and lift Kile up, as it's the best way we can all support him now."</P><P>The man driving the jet ski that struck Glover was identified as 38-year-old family friend Jeffrey S. Hubbard. Police have not decided to press any charges so far. A second victim, a 15-year-old girl, was also injured in the accident, but she's said to be recovering after suffering from a broken arm and a cut on the head.</P>

A New Transmission Blocking Vaccine for Leishmania Infection

A novel transmission blocking vaccine has been developed that can eliminate or reduce the number of Leishmania chagasi parasites in the gut of the sand fly species, Lutzomyia longipalpis. The vaccine involves the production of antibodies to the sand fly midgut protein, LP1, which is normally expressed in the midgut of the sand fly during a blood meal. This vaccine could potentially block parasite transmission from the sand fly to mammalian hosts and significantly reduce the incidence of leishmaniasis in endemic areas of the world such as Brazil, India, and Indonesia where leishmaniasis accounts for over 58,000 deaths annually.

Studies have shown that LP1 antibodies produced by immunized mice are able to reduce the number of L. chagasi parasites that develop in the midgut of Lu. longipalpis. These results illustrate the potential use of the protein as a vaccine to immunize dogs and protect humans from visceral leishmaniasis transmitted by the sand flies that feed on the infected, vaccinated dogs. In endemic areas such as Brazil where dogs are the principal reservoir for L. chagasi, the LPl antigen alone or in combination with other sand fly midgut proteins could be used to immunize household pets and stray dogs. Vaccinated dogs will produce antibodies to LPl, and once a sand fly feeds on blood from the infected and vaccinated dogs, the antibodies will inhibit development of the parasite in the gut of the sand fly. This approach can effectively block Leishmania transmission to human hosts. Such vaccines have the potential to reduce the risk of humans acquiring leishmaniasis without the risks involved in human vaccination.
